The Client

STIB is a public-law entity charged by the Brussels-Capital Region with organizing the operation of public transport on its territory.

Its missionis to provide:

  • A most suitable mobility solution;
  • With a competitive travel time for an affordable price;
  • In very good conditions of comfort and safety STIB has 9,850 employees.

Over the year 2020, STIB’s revenue amounted to 663 million euros, mainly generated by the subsidies received (60%) and traffic (30%), while its expenses amounted to 763 million euros. euros mainly in personnel (72%).

The challenge

GCP’s challenge was initially tosupport the procurement department in the management of the market procedure and deadlines which were really shorter than other markets: 4.5 months between the submission of offers and the ratification of the award to the CA. GCP was initially contracted for its procurement activity but we finally coordinated the project and we also replaced the legal department.

Our mission

The added value of GCP on this mission was twofold: on the one hand, the diversification of skills that we can offer as well as the flexibilitythat we can demonstrate in the face of a restricted schedulewithin the framework of an extremely reduced procedure.

Our roles were:

  • supervision of the public procurement procedure for the implementation of a MaaS soft mobility platform
  • procurement service ;
  • the development of the necessary documentation (evaluation files, matrix, etc.) in collaboration with the various project stakeholders (technical reading committee, law firms, purchasing department);
  • the organization, supervision and planning of the stages of the market procedure project – project management service;
  • the analysis of the responses to the RFP with regard to the AGILE methodology
  • the organization, preparation and animation of the project monitoring committees (weekly status meeting, steering committee)
  • project risk monitoring and mitigation – project management service; – the drafting of the reasons for award / reasoned decisions – service procurement;
  • supervision of negotiations with bidders.
