A major decision is on the agenda. The sponsor dodges it: &laquo; to be reviewed by the executive committee &raquo;. The meeting ends without a decision.<\/p>\n<p>A frequent scenario, almost always with the same cause: a RACI exists, approved, archived, yet disconnected from what actually plays out in the committee.<\/p>\n<h2><span class=\"num\">01<\/span>A trivialised tool<\/h2>\n<p>The RACI is treated as a compliance deliverable, when it should formalise decision-making power. Written alone, approved without debate, it is only reopened in a crisis.<\/p>\n<div class=\"callout\"><span class=\"tag\">The test<\/span><\/p>\n<p>If we disagree on a major issue two months from now, who decides? If the answer is unclear, the RACI will collapse at the first tension.<\/p>\n<\/div>\n<h2><span class=\"num\">02<\/span>Three RACIs, three logics<\/h2>\n<div class=\"cards\">\n<div class=\"card\">\n<h3><span class=\"pill\">Operational<\/span><\/h3>\n<p>Focused on <b>tasks<\/b>, owned by the team.<\/p>\n<\/div>\n<div class=\"card\">\n<h3><span class=\"pill\">Project<\/span><\/h3>\n<p>Focused on <b>deliverables and milestones<\/b>, owned by the PMO.<\/p>\n<\/div>\n<div class=\"card\">\n<h3><span class=\"pill\">Governance<\/span><\/h3>\n<p>Focused on <b>decisions and arbitrations<\/b>, owned by the sponsor and the committee.<\/p>\n<\/div>\n<\/div>\n<p>The governance RACI does not describe who does what, but who decides what: applying operational granularity to it dilutes the real arbitrations.<\/p>\n<h2><span class=\"num\">03<\/span>The mistakes that keep coming back<\/h2>\n<ul class=\"errors\">\n<li><b>Confusion between Responsible and Accountable.<\/b> The &laquo; R &raquo; executes, the &laquo; A &raquo; answers for the result. Often, one and the same person holds both everywhere.<\/li>\n<li><b>Several &laquo; A &raquo;s on a single decision.<\/b><span class=\"case\">At a local fund manager, the scope of a regulatory reporting overhaul fell to both the business and the CIO. Without a single accountable, the matter stayed open for seven weeks.<\/span><\/li>\n<li><b>A sponsor without a real mandate.<\/b><span class=\"case\">In a European institution, the sponsor of a digitalisation programme had no authority over the budget, managed by the authorising officer: each reallocation added ten days to the arbitration.<\/span><\/li>\n<li><b>A RACI mapped onto the org chart, not the decision circuit.<\/b> A director &laquo; accountable &raquo; on paper, never consulted.<\/li>\n<li><b>Overlapping bodies.<\/b> Steering, business and technical committees handle the same topics, or approve points already settled elsewhere.<\/li>\n<li><b>Oversized governance.<\/b><span class=\"case\">At a mid-sized PSF, a 150,000-euro project inherited the governance of a group programme: committee time accounted for 15 % of the budget.<\/span><\/li>\n<li><b>A RACI that is never updated.<\/b><span class=\"case\">In a public administration, a change of programme director was only reflected after eight months, flagged as a risk by internal audit.<\/span><\/li>\n<\/ul>\n<h2><span class=\"num\">04<\/span>Building a RACI that works<\/h2>\n<ul class=\"steps\">\n<li><svg width=\"20\" height=\"20\" viewBox=\"0 0 24 24\" fill=\"none\"><circle cx=\"12\" cy=\"12\" r=\"11\" fill=\"#eef1fb\"\/><path d=\"M7 12.5l3.2 3.2L17 9\" stroke=\"#2a3cb7\" stroke-width=\"2.2\" stroke-linecap=\"round\" stroke-linejoin=\"round\"\/><\/svg>Start from decisions, not roles.<\/li>\n<li><svg width=\"20\" height=\"20\" viewBox=\"0 0 24 24\" fill=\"none\"><circle cx=\"12\" cy=\"12\" r=\"11\" fill=\"#eef1fb\"\/><path d=\"M7 12.5l3.2 3.2L17 9\" stroke=\"#2a3cb7\" stroke-width=\"2.2\" stroke-linecap=\"round\" stroke-linejoin=\"round\"\/><\/svg>One single accountable per decision, no exception.<\/li>\n<li><svg width=\"20\" height=\"20\" viewBox=\"0 0 24 24\" fill=\"none\"><circle cx=\"12\" cy=\"12\" r=\"11\" fill=\"#eef1fb\"\/><path d=\"M7 12.5l3.2 3.2L17 9\" stroke=\"#2a3cb7\" stroke-width=\"2.2\" stroke-linecap=\"round\" stroke-linejoin=\"round\"\/><\/svg>Review the RACI at every major milestone, not on a calendar.<\/li>\n<li><svg width=\"20\" height=\"20\" viewBox=\"0 0 24 24\" fill=\"none\"><circle cx=\"12\" cy=\"12\" r=\"11\" fill=\"#eef1fb\"\/><path d=\"M7 12.5l3.2 3.2L17 9\" stroke=\"#2a3cb7\" stroke-width=\"2.2\" stroke-linecap=\"round\" stroke-linejoin=\"round\"\/><\/svg>Co-build it with stakeholders, before tensions arise.<\/li>\n<li><svg width=\"20\" height=\"20\" viewBox=\"0 0 24 24\" fill=\"none\"><circle cx=\"12\" cy=\"12\" r=\"11\" fill=\"#eef1fb\"\/><path d=\"M7 12.5l3.2 3.2L17 9\" stroke=\"#2a3cb7\" stroke-width=\"2.2\" stroke-linecap=\"round\" stroke-linejoin=\"round\"\/><\/svg>Document the escalation mechanism in case of disagreement.<\/li>\n<\/ul>\n<p>The setup must stay proportionate: a light committee for a one-off project, several levels and a dedicated executive sponsor for a multi-entity programme. The CSSF&rsquo;s expectations on internal governance and the traceability requirements of European institutions reinforce this need for clarity, without justifying excessive heaviness.<\/p>\n<div class=\"diag\">\n<h2><span class=\"num\">Self-assessment<\/span>Five questions, five &laquo; yes &raquo;<\/h2>\n<p class=\"sub\">Answer each one honestly.<\/p>\n<ul>\n<li><span class=\"box\"><\/span>Does each structuring decision have a single &laquo; A &raquo; identified?<\/li>\n<li><span class=\"box\"><\/span>Does the sponsor have a real arbitration mandate, budget included?<\/li>\n<li><span class=\"box\"><\/span>Do the committees have real decision-making power?<\/li>\n<li><span class=\"box\"><\/span>Has the RACI been revised since the last major milestone?<\/li>\n<li><span class=\"box\"><\/span>Do stakeholders refer to it spontaneously?<\/li>\n<\/ul>\n<p class=\"verdict\">Fewer than four &laquo; yes &raquo;: <b>your governance deserves to be made objective.<\/b><\/p>\n<\/div>\n<div class=\"resume\">\n<h2 style=\"padding-top:0\">In short<\/h2>\n<p style=\"margin-bottom:0\">Well designed, a governance RACI speeds up decisions. Poorly designed, it produces its effects months later: slowed decisions, cost overruns, loss of trust, when an arbitration has to be made under pressure.
